Supplier Nonconformance Processing Guidelines
 for Boeing Houston Purchase Contracts

When a nonconformance is detected by the supplier, and the supplier has not been authorized Material Review Authority by the Boeing Houston site, the supplier nonconformance shall be processed as follows:

1. The supplier shall provide a copy of the suppliers nonconformance document, as formally recorded in the supplier’s formal nonconformance documentation system, to the Boeing Houston buyer named on the Boeing Houston Purchase Contract along with the request for Boeing MRB processing. The supplier’s format for the nonconformance is acceptable as long as it contains the following minimum relative information:

  • Boeing Purchase Contract number
  • Part Number(s)
  • Item revision level
  • Serial Number(s), when applicable
  • Quantity of nonconforming parts
  • Heat/Lot Number(s) or Lot Date Code(s), when applicable
  • A Quality point of contact at the supplier’s facility
  • Photo’s of the nonconformance when such would help clarify the subject, or when requested by Boeing.
  • A detailed description of the nonconformance stated in the “Is / Should be” format along with the following information:
    • Drawing location pinpointing the nonconformance
    • Drawing feature affected with the drawing tolerance requirements
    • Supplier’s affected work planning document number and the work sequence at which the nonconformance was detected
    • A proposed disposition for the nonconformance (e.g., Repair, Use-As-Is)
    • Root Cause and Corrective Action (CCA) information

2. Boeing shall perform the MRB review per Boeing’s internal processes and procedures.

3. Boeing will return the MRB disposition to the supplier via a formal purchase contract change.

4. Upon completion of performance of the Boeing authorized disposition and acceptance by all required parties, the supplier shall provide a copy of the supplier’s closed out nonconformance document to the Boeing Buyer named in the Boeing Houston Purchase Contract.

NOTES/EXCEPTIONS:

  • Boeing MRB is not required when the supplier’s disposition for the nonconformance is “Rework” and the nonconforming item can be fully and completely returned to drawing requirements. EXCEPTION:  If the nonconforming item is Customer or Government furnished, supplier MRB is not authorized for Rework disposition – the supplier shall process a request for Boeing MRB per the above outlined process.
  • Boeing MRB is not required when the supplier’s disposition for the nonconformance is “Scrap” or “Scrap and remake”. EXCEPTION:  If the nonconforming item is Customer or Government furnished, supplier MRB is not authorized for “Scrap” or “Scrap and remake” disposition – the supplier shall process a request for Boeing MRB per the above outlined process.
  • Boeing MRB is not required when the supplier’s disposition for the nonconformance is “No Defect” where either 1) the nonconformance was written in error, or 2) the nonconformance will be fully removed during installation into the next level assembly thereby fully meeting all drawing requirements at the next level assembly and the next level assembly has not yet been delivered to Boeing.
  • Supplier continued work on a nonconforming item without Boeing written direction is done so fully at supplier risk.
Supplier correction to the nonconforming product is subject to completion verification and acceptance by Boeing and/or Boeing Customer(s).
 

Houston Supplier request for Material Review Authority

When a supplier is not authorized Material Review Authority (MRA) by either the Boeing Houston contract or by the Supplier’s Quality Management System requirements, the supplier may request MRA as follows:

The supplier contracts office shall submit a contract letter to the Boeing Houston Buyer named on the affected Boeing Houston Purchase Contract. The request shall include the Houston Purchase Contract Number and the supplier’s letter tracking number. In addition to the MRA letter, the supplier shall provide 1) the names and MRB Résumé’s of the supplier’s Quality and Engineering personnel expected to perform the MRB review activities, 2) the supplier’s current policies and procedures governing the supplier’s MRB process.

Once received, the Boeing Program Quality and Engineering functions will review the information for adequacy for supplier performance of MRA. Upon completion of review, an approval and/or rejection letter will be issued by the Program QA function and provided to the Boeing buyer. Approvals will be provided via a Boeing Houston Purchase Contract change.

NOTES:

  • Per AS9100, supplier request for MRA is not required when the item procured is the supplier’s design and the Boeing contract does not prohibit MRA.
  • Unless otherwise stated in the contract, MRA is never authorized for:
    • Customer Furnished Property
    • Government Furnished Property
    • Government Furnished Property for which the supplier still retains design cognizance, but the design has been base lined and previously sold to the Government
